A latest estimate is a cost driver that is still to arrive and that no order covers. It can be included in the budget or not. The subject "Latest Estimates" registers and changes latest estimates.
A latest estimate registers the expected minimum budget spending within a contract, regardless of orders already placed or invoices already received.
A latest estimate is normally registered when a claim, an unexpected setback or a funding without a legal agreement is expected, for instance funding from governments.
